A large share of the seed traded worldwide is never intended to sprout, because it goes into animal feed, bait, and bird mixes. Regulations in many countries require that cannabis sativa seeds sold for these purposes be sterilized by heat or steam treatment so they cannot germinate, which keeps the product outside drug legislation. Sterilization leaves the nutritional content largely intact. Anglers prize the seed as carp bait for the same oily properties that attract songbirds.
